Asia Regional Prep Meeting on UN Mechanisms and Indigenous Peoples
Greetings! This is to update you and request for your cooperation for the Asia Regional Preparatory Meeting on UN Mechanisms related to indigenous Peoples. We are hoping for your prompt response on matters needing your action and cooperation. The Meeting date and venue The meeting is scheduled to take place in March 4-6 in Kuala Lumpur, Malaysia. It will be hosted by JOAS (Indigenous Peoples Network of Malaysia, locally known as Jaringan Orang Asal Se-Malaysia). The venue will be in the Shah's Village Hotel, Petaling Jaya, Selanagor Darul Ehsan, Malaysia. Participation and Funding: AIPP was able to secure 30,000 (Thirty thousand) USD from IWGIA. We are currently also discussing funding support from ILO- PRO 169 for Nepal, India, Bangladesh and Cambodia (two in each country). We are hoping to be able to fund at least two participants from each country with the exception of North East India as separate from mainland India. Agenda of the Meeting i) the 8th session of the UNPFii. The theme is : "Implementation of the United Nations Declaration on the Rights of Indigenous Peoples"; Priority areas, the follow-up to the recommendations of the Permanent Forum on the following will also be taken up during the session: (a) Economic and Social development; (b) Indigenous Women; (c) Second International Decade of the World's Indigenous Peoples; ii) Presentation on the Human Rights Council relating to indigenous peoples: discussion of strategies and activities on how to fully engage and optimize mechanisms under the HRC in mainstreaming and gaining more attention to indigenous issues; Workshops on particular mechanisms to draw up concrete plans and activities; iii) Presentation on the overview of the indigenous peoples engagement to the UNFCCC and the IP Summit of Climate Change; Discussion of strategies and activities on how to fully engage and optimize related indigenous issues such as the UNFCCC, IP Summit of Climate Change, in mainstreaming and gaining more attention to indigenous issues; Workshop on this mechanism and to draw up concrete plans and activities; iv) To promote and advocacy work to the national level of the ILO Convention 169 for the advancement the rights of indigenous peoples;
In line with the tasks of the country focal persons, please circulate the information on the prep meeting to IP organizations and network in your own country, and define a process of selecting the two participants to be funded. The criteria for choosing participants to be funded are as follows: 1. Gender balance and geographical balance-- should not be from the same area/ people 2. Can speak English as there will be no interpreters, unless the other participant can act as interpreter 3. Can prepare their concrete contributions for the topics/issues to be discussed ie IP education for the EMRIP; agenda of the 8th session of the UNPFii 4. Consideration to new comer participant/delegate with approved funding to attend the UNPFii / EMRIP and new organization interested to engage at the international level 5. Has familiarity with UN mechanisms to IPs and or interested to engage in international mechanisms and committed to re-echo result of the prep meeting Note: focal persons are also responsible in providing orientation to funded participants on the prep meeting and assist in preparing reports/ presentations and contributions to the discussions in the prep meeting. Kindly send the application form of your recommendations for funded participants on or before February 15. Please take note that participants outside the ASEAN require visa for Malaysia. It is then very important to follow the deadline in order to have enough time for funded participants to process their visa to Malaysia. Kindly contact the Consulate Office/Embassy of Malaysia in your respective country to those needing visa. Due to limited funding, we encourage interested participants to raise their travel and related expenses as much as possible. Let me also inform you that we received complaints that there has been a lack of information on the prep meeting at the country level, as well as lack of transparency and mechanism in the selection of funded participants with cases where funded participants were either coming from the same ethnic group, or relatives of the focal-person. There is also lack of sharing the result of the prep meeting. We then urge focal persons to please ensure wide information dissemination on the prep meeting and its result, and to follow strictly the criteria for funded participants, including setting a mechanism in choosing interested participants to be funded. We know this is not going to be easy but we hope other groups should also be involved in the decision-making. We are all aware of the issues being hurled to the coordinating committee and the focal persons and we want to make the prep meeting very transparent and inclusive. We would sincerely appreciate your full cooperation and we look forward to a fruitful and productive prep meeting.
